First thing's first, You MUST add Fuuinjutsu/Kuchiyose as one of your specialities before you can have a summon higher than a B-Rank. Once you have done so please read through the following;

• Summon Limits;
  Genin/D-Rank+ :: 1 Summon up to C-Rank (Able to fight but not use ELEMENTAL jutsu)
  Chunin/C-Rank+ :: 1 Elemental Summon up to C-Rank (Must have similar element affinity)
  Jounin/B-Rank+ :: 2 Elemental Summon up to B-Rank (Doesn't need to have same affinity)
  ANBU/Hunter/Black-Ops/A-Rank+ :: 2 Elemental Summon up to A-Rank (Doesn't need to have same affinity)
  Sannin/Kage/S-Rank :: 3 Elemental Summon up to S-Rank (Doesn't need to have same affinity)
  
• Summon Skills;
  C-Rank :: C-Rank Summons can have up to 3 D-C Skills
  B-Rank :: 3 D-B Skills and 1 A-Rank Skill
  A-Rank :: 4 D-A Skills and 1 S-Rank Skill
  S-Rank :: 5 D-S Skills
  
• Mods have the final say, if they decide your summon should be a higher rank I'm afraid you'll have to deal with it or Nerf your summon down a bit
  
• Fill in the template below and add it with your jutsu in your character application when making your character
